旨在構建國際化平台予兩岸四地之中學生發揮所長,透過對世界時事及國際議題進行探究及分析,拓闊國際視野且培養自身思辯能力、從而提升學生團隊精神及領導才能。同時亦冀望借本次活動提升「模擬聯合國」於本澳之學術氣圍及社會參與。

「善待動物唔會令⼈類少⼀塊⾁」—彼得·⾟格
⼆零⼀六年九⽉⼀⽇,澳⾨《動物保護法》⽣效。呢條法例規範咗對動物嘅飼 養、管理、售賣等嘅保護,係澳⾨係動物權益保護上⾏嘅重要⼀步。但呢部法律⾏之 多年,有冇需要對此作出修改呢︖
話雖如此,《動保法》實施近八年,社會變化不斷,坊間亦對相關法律持不同 意⾒。《動保法》嘅刑罰⼀直有爭議,因為有關虐待動物嘅案件仍未完全杜絕,使得 ⼈們討論《動保法》嘅⾏之有效,亦思考到底動物喺⼈類社區地位嘅重要性。呢⼀個 想法令我地聯想起動物乃至⾃然⽣態對⼈類嘅影響,⽽呢啲道德同哲學思想有必要成 為真實⽽具有約束⼒嘅法律,決定動物嘅法律地位以及個⼈、政府、社區三⽅⾯對動 物作出⾏之有效嘅保護。
同時,《動保法》對競賽動物制定左相關規範,但隨着跑狗場同賽⾺場喺澳⾨ 結束營運,我哋需要繼續問到底要唔要將有關牌照制度廢除,意味著喺澳⾨動物嘅競 賽作⽤以及動物博彩要劃上句號。此外,對流浪動物嘅處置亦未制定法律上嘅規範, 雖然市政署有同坊間動保社團有所合作,例如推廣並實施TNA及TNR,但對流浪動物 嘅保護同處置並未有完善嘅法律存在。以上嘅問題都係影響住澳⾨⼈類與動物共存嘅 社區規劃與設計,同時亦考驗⼈們對動物地位與權利嘅思考。
「所有證明⼈類較為優越得論調都唔能夠改變呢個事實:動物同⼈類⼀樣能夠 感受痛苦。」澳⾨⼈對動物嘅關懷到底有幾多︖呢個社區為動物所作出嘅保護又做到 幾多︖動物嘅地位佔喺我地⼼中嘅份量有幾重︖⼀切由 各位代議⼠決定。

Mental health refers to a state of well-being that enables individuals to effectively cope with life’s challenges, unlock their full potential, and make meaningful contributions to their communities. As defined by the World Health Organization (WHO) in 1948, health encompasses not only physical well-being but also mental and social well-being, emphasising that it is more than just the absence of disease.
The significance of mental health intertwines with public health, human rights, and socioeconomic progress. Regrettably, approximately one billion people worldwide suffer from mental disorders, with statistics from the United Nations Statistics Division revealing that 1 in 3 women and 1 in 5 men experience major depression during their lives. This tragic reality is further exacerbated by the alarming fact that only a small fraction of those in need have access to effective, affordable, and quality mental healthcare. Specifically, 71% of individuals with psychosis receive no treatment, while only 12% in low-income countries receive care for psychosis.
Established in 1948, the WHO is a health agency of the United Nations committed to promoting the highest attainable standard of health for all individuals, irrespective of their race, gender, religion, political status, or economic and social conditions. This organisation strives for equitable access to healthcare, including the expansion of global health coverage, effective coordination during health emergencies, and the promotion of lifelong care across all age groups. With 194 member states, the WHO serves as a platform for global collaboration among governments, international organisations, researchers, and healthcare workers to enhance global health and security.
In early 2019, the WHO launched the WHO Special Initiative for Mental Health (2019-2023): Universal Health Coverage for Mental Health. The initiative aims to ensure access to quality and affordable mental healthcare for an additional 100 million people in 12 priority countries. It recognizes that a diverse range of individual, family, community, and structural factors can either protect or undermine mental health. However, numerous obstacles arise in achieving this goal, particularly for individuals exposed to adverse circumstances such as poverty, violence, disabilities, and inequality, as they face a higher risk of developing mental health conditions.
This Conference aims to foster an understanding and facilitate in-depth dialogue on the complexities surrounding mental health, underscoring the importance of improving access to quality care. As mental health has emerged as a significant global concern that we shall not overlook, the Chairs eagerly anticipate delegates actively engaging in the Conference by presenting innovative interventions and exchanging insights with fellow participants to build consensus on critical issues.

公元1066年,⼀⽅孤懸北海之上的島嶼,⾒證了⼀個渡海⽽來私⽣⼦在⿊斯廷 斯的原野上加冕爲王,由此誕⽣了⼀個新⽣的王國,其名爲——英格蘭,不列顛尼亞 的歷史也進入了新的篇章。
這裏有過諾曼王朝的恢宏征服,有過⾦雀花君王的鐵⾺⾦⼽,既佐證過約翰王 頒佈⼤憲章,也旁觀過都鐸君王的王權至上,經歷過慘烈⽽漫長的內戰,⾒證過查理 ⼀世⾼懸的頭顱,也⾒證過詹姆⼠⼆世匆忙的身影,數百年間,國家權⼒幾經流轉, 由上帝⽽國王,由國王⽽議會,回頭看去不單單有流⾎和⼑兵,也有著雙⽅彼此妥協 的協商和談判,有著⼀部部彪炳千古的憲政法案。這就是不列顛尼亞。
⼀直有⼈說,「英格蘭,是議會之母」。姑且不去考究其⾔的準確與否,但就 其含義⽽⾔,上溯至權利法案乃至⼤憲章,英國的憲政史確實是世界史上極為濃墨重 彩的⼀筆。
到20世紀時,英國以其獨樹⼀幟的民主體制和憲政傳統⽽聞名遐邇。議會至 上、責任內閣、兩黨政治、統⽽不治……這個⼤西洋上的蕞爾島國為世界貢獻了數不 清的憲政名詞,說不盡的憲政慣例。⼀次次憲政的危機,⼀次次改⾰的推進,⼀次次 改頭換⾯但時時回顧的進步與磨難,英國國會從歷史的層層迷霧中⾛來,卻仍然歷久 彌新,發揮著作⽤。
曾幾何時,⼤半個陸地和全世界的海洋都尊不列顛爲王,我們的海島遍歷過巨 浪狂風,駛於時間的深淵之上,因爲粗獷的美德以它爲故鄉。現在,薩拉熱窩的槍 響,撼動着歐洲脆弱的協調,我們必須謹慎的選擇我們的盟友和敵⼈,以避免我們遭 遇《那鴻書》中尼尼微的下場。
在這⼀重⼤的歷史時機,⼤不列顛的⼈民選擇了你們,我尊敬的議員們。你們 將決定這個古⽼巨艦的未來,左右它的⽅向與航速,⼤不列顛期待各位各盡其職。
