議題:    網絡空間治理:維護國際和平與安全

隨住資訊同通訊科技發展得咁快,網絡空間已經成為咗陸地、海洋、天空同太空之後嘅第五大主權領域。然而,網絡空間天然嘅隱匿性同無國界特徵,令國家間嘅數位摩擦日益頻繁。


目前,國際社會對於「何種行為構成網絡攻擊」以及「現有國際法如何適用於虛擬空間」仲未有一個絕對嘅共識。我哋呢個委員會將會集中傾下點樣建立網絡空間嘅「交通規則」,防止國家之間因為一場誤會而搞到衝突升級。當中最核心嘅爭議就係:跨境嘅網絡間諜活動,又或者千預選舉,到底算唔算實質上侵犯咗國家主權呢?喺技術上好難百分百查得出攻擊源頭嘅情況下,受害國又係咪有權去採取經濟制裁,甚至乎反向反擊呢啲反制措施呢?


另外,點樣去界定同埋保護電網、醫院、金融系統呢啲關鍵基礎設施,等佢哋喺和平或者打仗時期都唔會受國家支援嘅網絡打擊,呢個亦都係迫在眉睫要填補嘅法律空白。除咗國家間嘅行為規範,國際社會亦都喺到進一步面臨網絡武器軍備競賽以及非國家行為體嘅嚴峻威脅。


惡意程式碼嘅開發同複製成本極低,極易落入駭客組織、恐怖分子或跨國犯罪集團嘅手中。各位代表需探討建立類似《不擴散核武器條約》嘅機制,限制零日漏洞交易同高破壞性網絡武器嘅擴散。同時,針對跨國犯罪中嘅司法協助義務,以及發達國家點樣協助發展中國家提升網絡防禦能力、修補全球安全防線嘅短板,都係本次會議落實技術管控嘅重要環節。


本會議將透過兩個子議題構建治理閉環:首先由議題一定調建規,明確國家行為嘅法理邊界;隨後由議題二轉向執行同應對,運用法理共識管控複雜嘅技術威脅同非國家行為體嘅衝突。

「離別是何等甜蜜的悲傷。」 ——威廉·莎士比亞

莎士比亞話離別係「甜蜜嘅悲傷」,但對英國人嚟講,脫歐呢場分手,帶嚟嘅係長達十年嘅政治餘震同經濟寒冬。2016年6月23日,喺時任保守黨政府執政下、英國以51.9%對48.1%投票決定離開歐盟。2020年1月31日,大不列顛及北愛爾蘭聯合王國正式結束47年嘅歐盟成員國身份,但就開啟咗長達十年的政治同經濟動盪。


當年巴士上面寫住「每星期畀多國民衛生系統 3.5 億英鎊」嘅承諾早已化為幻影,換嚟嘅係超過 800 萬人排緊隊睇醫生,同埋喺生活成本危機入面掙扎嘅市民。


數據反映咗一個令人沮喪嘅現實:脫歐之後,英國 GDP 累計損失 6-8%,企業投資比預期低咗接近兩成。雖然歷任首相都想用英日、英澳等協議嚟填補,但呢啲協議對經濟嘅貢獻仍然彌補唔返對歐貿易嘅萎縮。


脫歐競選所承諾嘅「奪回邊境控制權」就似係黃粱一夢一樣,2025 年經英倫海峽偷渡嘅人數亦創新高,隨住盧旺達計劃廢除,工黨政府提出嘅「一進一出」計劃,將乘坐小艇非法抵英的移民遣返回法國,同時接收同等數量的合法尋求庇護者,計劃成果仍有待觀察,但亦都被媒體形容為滑稽。另一方面,高門檻嘅合法移民政策令到農場同護理院勞動人手不足,最後令成本轉嫁返落去超市消費者度,以上都係令到選民對兩大黨(即係工黨同保守黨)嘅信任跌到落谷底嘅原因。


喺司法同安全方面亦不容樂觀。脫歐後廢除咗《歐洲逮捕令》,引渡犯人要更長嘅時間;由於英國唔再有歐洲即時罪犯數據庫嘅權限,反恐情報嘅共享比以往更慢。英國同歐盟間的貿易依然仲有好多唔同嘅限制,英國國防產業同歐洲軍工研發合作亦面臨挑戰。
脫歐後,英國嘅政治版圖亦都出現咗結構性嘅崩塌。保守黨五年內換咗四個黨魁,2024 年大選遭遇歷史性大敗;工黨雖然獲得多數議席,但其實只係得三成幾嘅選票。呢個政治環境就畀咗改革黨崛起嘅機會,佢嘅民調喺 2025 年開始大幅領先兩大黨。同時,蘇格蘭民族黨又再以脫歐後問題為由,想搞第二次脫英公投,威脅住聯合王國嘅存亡。


十年一夢,今日嘅下議院已經唔再係爭論「點樣脫歐」,而係要執脫歐留低嘅爛攤子。數據同現實已經撕碎咗十年前嘅包裝。更嚴峻嘅係,政治體系似乎已經喪失咗回應能力,議會能否在十年後重新證明佢嘅價值?抑或只係又一次見證分歧嘅深化?

In the aftermath of conflicts that have shattered nations and scattered millions across borders, a fundamental question confronts the international community: what does it truly mean to offer asylum in an era of unprecedented displacement? Refugees fleeing war, persecution, and state collapse arrive at the doors of nations seeking not charity, but the restoration of their most basic human rights. Yet the systems designed to process their claims and integrate them into new societies often strip away the very dignity they seek to reclaim.


The statistics paint a stark picture: over 100 million people worldwide have been forcibly displaced, with post-conflict refugees facing some of the longest and most uncertain asylum processes in history. Bureaucratic labyrinths stretch months into years, leaving families in limbo without the right to work, to study, or to plan beyond the confines of temporary shelters. Women and children, who constitute the majority of refugee populations, face heightened vulnerabilities to exploitation, trafficking, and abuse whilst navigating systems that too often treat them as burdens rather than bearers of rights.


The COVID-19 pandemic compounded these challenges, as border closures and overwhelmed administrative systems created additional barriers to protection. Meanwhile, rising nationalist sentiments in host countries have politicised asylum, transforming questions of human rights into contentious debates about sovereignty, security, and economic capacity. The sacred principle of non-refoulement—the cornerstone of international refugee protection—faces unprecedented pressure as states seek to externalise their obligations or deter arrivals through punitive measures.


Yet within this crisis lies a moral imperative and practical opportunity. The fragmentation of asylum systems has created space for reimagining processes that uphold human dignity whilst addressing the legitimate concerns of host communities. The question before the global community is not whether to provide protection—international law demands this—but how to transform asylum processing from a dehumanising bureaucratic exercise into a rights-based pathway that recognises refugees as agents of their own futures, capable of contributing to and enriching the societies that receive them.


The United Nations, through its founding principles enshrined in the Universal Declaration of Human Rights and the 1951 Refugee Convention, has long affirmed that protection from persecution is not a privilege granted at the discretion of states, but a fundamental human right. The Social, Humanitarian, and Cultural Committee stands as the primary forum within the General Assembly for addressing the protection of vulnerable populations and the promotion of human rights that transcend borders.


As delegates to this Committee, you bear a profound responsibility. Your task is to develop frameworks, mechanisms, and recommendations that will shape the asylum experiences of millions of refugees navigating post-conflict realities. The policies you craft will determine whether displaced persons are met with dignity or suspicion, whether their rights are protected or eroded, whether they are integrated as valued members of society or marginalised indefinitely in legal and social limbo.


The decisions you make will reverberate through generations—affecting not only those currently seeking asylum, but also the precedents that will govern international responses to future conflicts and crises. The path forward demands both principled conviction and pragmatic solutions, unwavering commitment to international law and sensitivity to diverse national contexts, bold advocacy for the vulnerable and genuine engagement with the concerns of host communities.


In this pivotal moment, the power to reaffirm humanity's commitment to refugee protection rests in your hands. May your deliberations be guided by compassion, your debates by respect for human dignity, and your resolutions by an unwavering recognition that those who flee conflict carry with them the same inalienable rights as every member of the human family.

人類的起源地從來都不應被世界所忽視,可當東歐的炮火和中東的硝煙一次次占據國際新聞的頭條時,非洲卻從未得到應有的關注度。在這裏,希望的微光似乎總是被遺忘的陰影所吞沒,在長期的邊緣化中漸漸消退。


在這片大陸上,蘇丹似乎是最不被祝福的國度。殖民時代的陰霾散去後,獨立並未帶來和平與繁榮:兩次慘烈的內戰撕裂了這片土地,種族與宗教的仇恨如荊棘般深深扎根,最終導致了國家的分裂。然而,分裂並沒有帶來新生,反而讓南北雙方雙雙墜入政治與經濟的危機。


隨著蘇丹國家經濟的崩潰,執政近三十年的巴希爾政權在抗議的浪潮下被推翻,其後又陷於政府軍和民兵兩大派系的鬥爭之中。在二〇二三年,民兵組織快速支援部隊發動突襲,內戰的烏雲再次籠罩蘇丹,人道主義災難與種族滅絕的陰霾隨著戰火再一次籠罩了這片大地,儘管這片地區如同人間煉獄,蘇丹人民仍展現了令人動容的堅韌。在極度的混亂與流離失所中,他們依然渴望生命的延續,保持著對繁衍與生存的執著。內戰更波及了獨立不久的南蘇丹,致使兩國存在領土爭議的阿卜耶伊地區淪為了多方武裝勢力角逐與難民潮湧人的“風暴眼”。


阿卜耶伊地區的現狀,是這場殘酷內戰的一個縮影。作為對蘇丹與南蘇丹具有關鍵政治和象徵意義的地區,這裏長期陷於最終歸屬權懸而未決的政治真空中。儘管國際社會確立了該地區的非軍事化地位,但無辜的平民依然被無情捲入戰火。快速支援部隊在阿卜耶伊北部日益活躍、南蘇丹人民國防軍在南部的軍事存在,共同破壞了這裏的無武器狀態。數以萬計的難民逃離家園來到這裏,卻只能在霍亂疫情、嚴重的糧食不安全與飈升的犯罪率陰影下苦苦掙扎。聯合國阿卜耶伊臨時安全部隊成為了防止安全和平民保護工作大範圍崩潰的脆弱紐帶,卻也在運作和後勤等重重挑戰下,面臨著前所未有的壓力。


面對錯綜複雜的歷史恩怨與各方勢力的安全訴求,各位代表,在這個法治缺位、資源枯竭的動蕩之地,我們究竟該如何打破暴力的循環,將和平帶給阿卜耶伊,幫助蘇丹人民迎來穩定和繁榮?
